“In 1997 I had an idea to create a business park in South Louisville - today that park is known as Commerce Crossings and is home to 28 companies representing 5 countries and more than 4,000 jobs,” stated Hal Heiner. “In order for Louisville to meet its potential it will take ideas, passion and experience, which is why today I am announcing 5 ideas for Louisville’s future.”

The “5 Ideas for Louisville’s Future” are as follows:

• Establish Louisville as An Energy Research Center for the Nation: Great cities need great research universities to provide seeds for new business. We are a leader in medical research; however we need to lead in other areas as well. Based upon a $20 million philanthropic contribution to the Speed School for Engineering, Governor Beshear established the Kentucky Center for Renewable Energy Research and Environmental Stewardship at the University of Louisville. We must build upon this investment by aggressively supporting renewable and alternative energy research efforts at the University while leveraging the intellectual capital to implement discoveries into new businesses and attract new industry while providing a long term generator for job growth into the future.

• Begin Construction on the East End Bridge by the End of the First Term: Facing uncertainty over whether Louisvillians will be asked to pay up to $3 in tolls to finance a “two-bridges” project, Hal is prepared to evaluate all options, including streamlining the project to an affordable level. The time has come to move ahead with the East End Bridge, which will put hundreds of people to work in construction jobs and begin a project we have been planning for 41 years.

• Complete the Southwest Regional Library in the First Term: Hal Heiner’s record on libraries has been clear and demonstrated to be on target. We can invest in new facilities for our community without new taxes. As Mayor, Hal will continue to pursue the vision he laid out during the library debate by committing to fund and build the Southwest Regional Library during the first term of his administration.

• Institute Spending Accountability for Metro Budgets: Metro Government tightened its belt during the lean times but the lesson we must learn is to keep it tight when times get better. Hal will institute a budget reform so that his budget recommendation is based upon current revenues as opposed to projected growth that may or may not materialize. If this reform had been in place since merger, Metro Government could have saved $95 million to go towards paying down debt and job creation.

• Bring Metro Government into the 21st Century: Efficient and effective government is necessary to better meet the needs of residents while maintaining a commitment to a fiscally responsible budget. There are many things that can be done to get more output from Metro Government while keeping spending in check. Hal Heiner will establish performance metrics for Metro departments, institute lean six-sigma efficiency techniques into management practices, move us toward a paperless system in government and adopt mobile apps as a means of connecting people to the services they expect and pay for.

Democrat Greg Fischer and Republican Hal Heiner evenly split the support of 538 likely Jefferson County voters surveyed July 29 through Aug. 1 by SurveyUSA. Each candidate received the support of 45 percent of respondents who were asked who they would vote for if the election were held today."

Mayoral candidates discuss creating job, helping businesses "The second mayoral debate of the season Wednesday focused on how the next mayor will create jobs, help entrepreneurs start new businesses and attract new companies to Louisville. The debate was sponsored by the Venture Club of Louisville and attracted hundreds of club members. ...

Heiner said the city needs to form an "urban coalition" with other Kentucky cities that can then lobby Frankfort to return a bigger share of tax dollars to city centers.

"We need to move that needle," Heiner said of Louisville getting a bigger share of state spending, adding that Northern Kentucky is "hungry" for such a coalition.

Heiner jumped on a question about taxes to remind club members that he was one of the first politicians to oppose a proposed increase in the city's occupational tax for library system expansion. Heiner has supported improving the libraries since opposing the tax, and said Wednesday he didn't think Louisvillians could afford another drain on their take-home pay."

Heiner Grassroots Kickoff
If this is your first time going door-to-door for a candidate let me give you a little more information. We will begin at the Campaign Headquarters (6403 Dutchmans Parkway) where we will distribute precinct maps, lists, directions and door hangers. Next we will cover, in detail, how to go about walking a precinct and what to do when you get to the door. When you finish your list we will meet back at the HQ to collect your lists and excess materials. The walk is scheduled from 10 – 2 but may not necessarily take that long. NOTE: If you only have an hour or two we can still use your help!

Louisville Working to Resolve Take-Home Fee Dispute Metro Council Minority Caucus Chairman Hal Heiner (R., Dist 19) introduced a resolution Jan. 28, calling on Metro Government to suspend its appeal of a Kentucky Labor Cabinet Ruling regarding Metro Government charging police officers for the use of their vehicles during non-working hours, and immediately begin good-faith settlement negotiations with representatives of River City Fraternal Order of Police Lodge 614 regarding the release of funds collected from police officers for the use of their police vehicles.

Fees imposed ranged from $100-$160, reported the Louisville Courier-Journal.

Metro Council Passes Resolution Supporting Kentucky Kingdom "The purpose of the resolution is in part to reinforce a sense of urgency that we can't wait till 2011 to reopen this park," said Hal Heiner, one of the two original co-sponsors of the special resolution, at Thursday night's council meeting.

Kentucky Kingdom's 22-year ride is over, according to Six Flags. But officials with the Kentucky State Fair Board, as well as the Louisville Metro Council, aren't waving the white flag over the park's fate just yet.

"Whether it's Six Flags or another operator, we need Kentucky Kingdom to be open," Heiner said.

Heiner calls for more responsive regulation to bring jobs
The proposal is part of a 12-point plan Heiner’s campaign released Monday to increase jobs and speed up economic development in Metro Louisville.

From speaking to business leaders, Heiner said, a major complaint against Louisville was that other city governments were more accommodating and faster in permitting and regulating new businesses.

“One thing I hope to bring is a new culture of customer service in to regulatory agencies,” said Heiner, Metro councilman for the 19th district. “It’s really a culture of helpfulness that’s missing here in Louisville.”

Heiner Unveils Jobs Plan

The jobs report provided an overview of Louisville’s economic performance over the past decade and how the city stacked up against its competitor cities – Indianapolis, Cincinnati and Nashville. The data revealed that between 2000-2008, while our competitor cities were creating jobs, Louisville actually lost jobs and had a higher average unemployment rate.

“From arts and parks to one of the largest air cargo hubs in the world, Louisville has plenty to be proud of,” Hal Heiner observed. “With the right leadership this community can once again see significant growth and be a leader in job creation, but it will take a proven job creator to do it.”

In 1998, Hal Heiner developed Commerce Crossing, a business park that brought 4,000 jobs to southern Jefferson County. He followed that with developing commercial sites that currently employ 1,000 Hoosiers and Louisvillians across the river in Jeffersonville.

The Heiner Plan for Jobs and Economic Development 12 point-plan includes:

As we creep ever closer to the May 18 primary date, Ellen and I look forward to providing you with the most up-to-date inside scoop regarding the race for Louisville mayor.

Last week, Ellen outlined the reasons why Jim King could do the job. And for those of you educating yourselves about our many prospects for the office, I thought I would add my two cents to the mix.

Three of our former colleagues on the Metro Council have announced for mayor: Hal Heiner, Jim King and David Tandy. I really enjoyed serving with all of them and think each one has unique characteristics and abilities to lead our city. However, as of today, I think that Hal Heiner is a standout who deserves some of our early attention.

Heiner: city should negotiate with police over take-home cars Published: January 12, 2010

Louisville Metro Councilman and mayoral candidate Hal Heiner will soon file a resolution that says Mayor Jerry Abramson's administration should begin negotiating with the Fraternal Order of Police for a refund of money officers were charged for taking home their patrol cars.

The Kentucky Labor Cabinet issued an opinion in May and a final order in July that said the police department's administration and Abramson violated collective-bargaining laws when they imposed the fees -- $100 a month to take home the cruisers; $160 a month if the cars were used as transportation to secondary employment -- without union approval.

The administration did so in an attempt to raise $110,000 per month to offset budget deficits during the past two fiscal years. It collected about $940,000 from the take-home car fees, according to Chad Carlton, an Abramson spokesman.

The administration said it could impose the fees because the take-home car program is a privilege and not a benefit the union negotiated in its' contract.

"Now is the time for the mayor and his representatives to halt their appeal, and instead begin talks with representatives of our police officers to put this dispute to an end," Heiner, who represents the 19th District, said in a prepared statement. "Rather than adjudicate this for years, we need to put this matter behind us and find an acceptable answer for this contentious legal fight."
